Nishi Ward is Kobe's most populous ward (256,000 residents) and also has the largest land area of the urban wards — mostly owing to the Kobe New Town development (神戸ニュータウン) built from the 1970s onward through large-scale land readjustment (土地区画整理). These cooperative housing 'newtown' estates set up residents' waste management associations (ごみ当番制度) where households take turns staffing the collection station — managing what goes in and ensuring separation rules are followed. New residents who haven't received their copy of the ward rotation schedule (当番表) from their homeowners association (自治会) are strongly advised to introduce themselves to a neighbour before their first collection day.

Nishi Ward's homeowners associations (自治会) operate a rotation duty (当番制) at collection points. If you have just moved in, find your local 自治会 representative within your first week to receive your copy of the duty roster (当番表). Failing to take your turn can result in a notice from the association and in some cases refusal to accept waste at the local point.
