No. Osaka City requires transparent or semi-transparent bags whose contents can be seen. The city explicitly says it does not manufacture or sell a specific garbage bag. Colored semi-transparent bags are allowed when the contents can be identified, but opaque black or blue bags may be left uncollected.
Osaka City uses a citywide see-through bag rule and a citywide plastic resources category. Tokyo ward rules are set ward by ward, though many wards also accept containers or transparent/semi-transparent bags. In both cities, exact collection days still vary by address or collection block.
Apply online at the Osaka City website (city.osaka.lg.jp) or call the toll-free line: 0120-79-0053. Fees range from ¥400 to ¥2,500 per item depending on size. After booking, pay the fee at a convenience store and receive a sticker to attach to the item on collection day.
Buy ordinary transparent or semi-transparent garbage bags at supermarkets, convenience stores, home centres, or drug stores. You do not need an Osaka City branded household garbage bag; the important rule is that collection staff can see the contents.
